Quick question re: Watts Offset setting. Will an adjustment to this value affect workouts already "loaded" on the device, or does the setting apply to a workout once when it's first downloaded.
Say I have the offset configured for +5w. If I download a workout and run it I can see that the offset is being applied. If I change the offset will do I need to delete and re-download the workout for the new setting to work?

Should be no need to change old workouts after setting offset. The offset doesn't have anything to do with ERG values contained in a workout. The watts offset is strictly dynamic, meaning that its applied to whatever erg value is provided or calculated for a particular interval during a workout. Caveat: If you built offset into your (old, pre-offset) workouts, then you will have a problem. (i.e. you knew that the kickr read 20 watts less than your Quarq, so you made your programmed ERG interval 20 watts more to compensate).
