Time offset bug

Hello,
Whenever I upload a workout to garmin connect, or sync tcx file to dropbox the time is offset by 8 hours. For example if I use the do a workout at 8pm on the 18th, the app exports the activity with 4am on the 19th as the workout time. This happens every time. I am in california which is -8 gmt. I suspect that the app is using GMT, not my timezone.

I looked at the exported XML
I looked at the exported XML file. It records timezone az Zulu zone (GMT) but actual time seems to be 6 hours ahead of GMT which is probably server local time. Therefore all workouts seem to be recorded 6 hours ahead of actual time.
