IMI web created workouts will not upload to any service

I can upload an ad hoc workout to IMI, Garmin Connect, and Training Peaks but cannot upload a completed workout I created on the web app then downloaded to my iPhone after completing the work out. The error message is: “Error Sending Report We couldn’t send your results at this time. Try again later from the workout history.
