If I set "Use Progress Cues" to OFF, "Silence Voice" to OFF and "Use Tones" to ON I can still hear the voice prompts.
All I want to head are the beeps for when I have a change.

You need to have the "silence voice" setting on in this case.
If "silence voice" is off, when you start the workout it will speak the interval, then sound the tones, then begin the clock. During the workout it will speak then sound tones as the next interval approaches.
With "silence voice" set, it will start the workout immediately with no speech or tones, BUT, at the approach of the next interval, it will sound the tones with no speech beforehand.
I suppose it could be considered a bug that it doesn't sound the tones before the first interval, but I'm going to mark this resolved because I don't think that's what you were having a problem with and I don't consider it a defect.
